If you set $wgUseDatabaseMessages to false while set $wgLanguageCode to other language code in LocalSettings.php, be ready for surprises. If $wgUseDatabaseMessages set to false and $wgLanguageCode set to other language, all MediaWiki namespace such as MediaWiki:Common.css or MediaWiki:Sitenotice would not be loaded.
